@Joe Riel Hi Joe, I am a user of the package P. C is independent of P. I assume that as a user there are things I can't quite access regarding this package P. I feel like the ability to force-replace a submodule is not typically doable, but I would like to have another verification of my code before I talk with those above me. Thanks for your suggestion.

@Carl Love Hi. Yes A and B are exports of P. I am not sure if ModuleApply procedure is available. I'll look into that. C is independent of all of P.
